At its meeting on 30 October, the Public Utilities Commission (PUC) approved the draft tariff for water supply and wastewater services submitted by Ltd. “Rīgas ūdens.” The new tariff, effective from 1 December 2025, foresees an increase of EUR 0.33/m³ (excluding VAT). The adjustment is necessary to renew and maintain the city’s water supply and sewerage networks, a significant portion of which has already exceeded their planned service life.
From 1 December 2025, the tariff for water services in Riga will be set at EUR 2.67/m³ (excluding VAT) — an increase of EUR 0.33 compared to the current rate. For a typical household in a multi-apartment building, this would mean an indicative monthly expenditure increase of around EUR 2.60, or less than 1% of the average household income.
Currently, the approved tariff in Riga stands at EUR 2.34/m³ (excluding VAT), comprising a water supply tariff of EUR 1.28/m³ (rising to EUR 1.41/m³ from 1 December) and a wastewater tariff of EUR 1.06/m³ (rising to EUR 1.26/m³).
Ltd. “Rīgas ūdens” is the largest water utility company in Latvia, providing more than 55% of the total national water supply service consumption (56% of water supply and 57% of wastewater services). The company manages over 2,830 km of centralized utility networks, including approximately 1,542 km of water supply and 1,288 km of sewerage pipelines.
As the current tariff no longer covers the costs necessary to renew Riga’s water supply and sewerage systems — with 35% of sewerage and 29% of water supply pipelines already beyond their intended operational lifespan, leading to an increasing number of breakdowns and emergency repair expenses each year — Ltd. “Rīgas ūdens” submitted a tariff adjustment proposal to the PUC in August 2025.
Additional revenue from the new tariff will be directed towards the renewal of the city’s utility infrastructure. By 2030, “Rīgas ūdens” plans to renew at least 90 km of water supply and 55 km of sewerage networks, which will significantly reduce water losses, minimize the risk of failures, and help lower long-term costs for residents.
Even after the tariff adjustment, Riga’s water service tariff will remain among the lowest in Latvia.
