UAB “Consilium optimum” (operating under the “Fastlink” brand; hereinafter referred to as the Company or “Fastlink”), a Lithuanian telecommunications company, successfully completed a public bond offering and raised EUR 8 million. Total investor demand exceeded EUR 9.3 million and was approximately 1.2 times the offering size; 595 investors from all three Baltic countries participated in the offering. This result reflects strong confidence among both retail and institutional investors in the Company’s growth strategy.
During the offering, Fastlink issued 8,000 bonds with a nominal value of EUR 1,000 each and a fixed annual interest rate (final coupon) of 8.5%. Interest will be paid semi-annually, and the bonds will mature on 20 July 2029. The bonds (ISIN LT0000138075) will be admitted to trading on the Nasdaq Vilnius First North alternative market from 20 July. The bonds are secured by a first rank pledge of amounts receivable from signed client contracts.
This offering was the first tranche under Fastlink’s EUR 12 million bond programme, prepared on the basis of the Information Document dated 26 June 2026. The proceeds will be used to refinance the Company’s existing bonds and for general corporate purposes.
Offering results
Total demand exceeded EUR 9.3 million: EUR 6,502,000 consisted of new bond subscription orders, while EUR 2,836,000 consisted of orders from existing bondholders to exchange their holdings for bonds of the new issue. Institutional investor orders accounted for approximately one third of total demand, with retail investor orders accounting for the remainder.
By geography, Lithuanian investors accounted for 61.2% of total demand, Estonian investors for 27.4%, and Latvian investors for 11.4%. The resulting investor base is well diversified both by investor type (retail and institutional) and geographically across all three Baltic countries.
Bond allocation
As demand for the bonds exceeded the offering size, the Company applied the following allocation principles:
- Orders from existing bondholders who exchanged their holdings for bonds of the new issue were satisfied in full.
- All orders of up to and including EUR 3,000 were satisfied in full.
- The remaining retail investor orders were allocated proportionally (pro rata).

This was the Company’s third and, to date, largest public bond issue. In May 2024, Consilium optimum issued EUR 5 million in bonds, followed by a EUR 3 million bond issue in December 2024.
Settlement and admission to trading
The settlement date is 20 July, and the first trading day for the bonds on the Nasdaq Vilnius First North market is expected to be 20 July.

The issue was arranged by investment firm “OSUM Securities”, UAB (lead arranger). Legal advice was provided by the law firm “Norkus ir partneriai COBALT”, while UAB “AUDIFINA” acts as the bondholders’ trustee.
